Can you imagine a president of the United States importing so many foreigners from one country, and placing them in one area in the United States, giving them enough people to vote one of their own to Congress. That is exactly what Obama did by importing Somalia people, placing them in Minnesota, which gave them the power to elect Ilhan Omar to Congress.
