Is the process the same on a current tourer with ABS?

The process is the same on a 2008 Road Glide with ABS except you need to cut a cable strap that secures the wheel speed sensor cable to the brake line, than you need replace the strap after the work is done. I don't know if the process is exactly the same on a 2013 model HD touring bike, but it will be similar.

If your going to do this kind of work on your bike, than go to your dealership and invest in a repair manual for your bike. Don't rely entirely on YouTube videos and forums for information. The information you find online should agree with the information in the manual for your bike. It will more than pay for itself.
